Jinli Shi, MD, MHA, CEO

Dr. Jinli Shi has been President and CEO of XinTai Consulting Inc. for many years before joining Fulgent International Inc. He was a practitioner in pediatric and neonatal clinics. For more than 15 years, Dr. Shi has accumulated rich clinical experiences in clinical consultation, teaching, research, and hospital management. He specializes in diagnosis and treatment of critically ill newborn and premature children. He has authored nearly 20 academic papers and won countless prizes in pediatric medicine. He has been appointed Vice Chair of Chinese Medical Doctor Association Pediatric Specialty Committee and Senior Advisor of Pediatric Emergency Medicine Editorial Board. Besides medical expertise, Dr. Shi has extensive experiences in business transactions and financing. He has worked on a number of biopharmaceutical deals and has helped build collaborative relations among a wide range of biopharmaceutical companies. Dr. Shi received his MD and Master of Hospital Administration from Tongji Medical University and is currently a licensed physician in China.

 Frank Zhang, MD, Senior Director

Dr. Frank Zhang, a senior urology specialist in China, is Head of North American Liaison Office of Chinese Medical Doctor Association. He used to attend medical fellow programs in Japan and England. In China, Dr. Zhang holds multiple appointments including Director of the Chinese Medical Doctor Association International Exchange Department and President of Nanjing General Hospital. Before moving to Canada, he also served as senior consultant for many Chinese healthcare products companies. He possesses remarkable communication and negotiation skills, with an excellent reputation of faithfulness, trustworthiness, and creative thinking. During his tenure as the director of CMDA's International Exchange department, he has built fantastic relationships with many hospitals, healthcare professionals, pharmaceutical companies, medical device manufacturers, and medical consumable supplies in China and overseas.

Joseph Hui, PhD, Director

Dr. Joseph Hui, Director of Business Development for Venturepharm in North America and CMDA in North America, received his bachelor’s degree in Pharmacy from Beijing Medical University (presently Peking University Medical Center). Trained as an organic/bioanalytical chemist in US and Canada, he had been working for Albany Molecular Research Inc. in Albany, NY and Pfizer Inc. in Groton, CT for five years. With a diverse research background, He has demonstrated a strong competency ranging from drug discovery, pharmaceutical development, clinical study, project management, and regulatory affairs. He authored and co-authored over 20 peer-reviewed publications on international journals, 2 leading PTO patents, and numerous presentations. He is a recipient of Frederick Banting and Charles Best Canada Graduate Scholarship, Utah State University Scholastic Achievement, National Dean’s List Honor, AMRI Research Excellence Award and Pfizer PGRD Individual Performance Awards (multiple times). Holding a wide spectrum of appointments in Chinese and North American pharmaceutical industry, he has a thorough understanding of business development and drug development aspects in China and North America.

Jun Lian, MD, PhD, MBA, VP of Corporate Affairs

Dr Lian is an experienced corporate strategy consultant who have spent 12 years in the biotech and pharmaceutical industry in the areas of business transformation, investment management, portfolio development, licensing / M&A, commercial and operational strategy, and risk management in China. He has been a senior consultant of leading pharmaceutical and medical device clients about product, license, market and M&A deal strategies in pharmaceuticals, biotechnology, medical devices, drug delivery systems, and medical supplies across the world. Dr. Lian is also an experienced surgeon and vice president of CMDA Sichuan Sub-association with a PhD from Huaxi Medical University and an MBA from the Xinan University. 


Jing Yang MD, VP of Medical Sciences and Technologies

Dr. Jing Yang, Vice President of Chinese Medical Doctor Association , is one of the most renowned surgeons in China. Due to his prominent reputation in the field of healthcare, Dr. Yang is invited to serve a large number of Chinese pharmaceutical, biotech, medical supply, and medical device companies as a senior consultant. Dr. Yangis instrumental for Fulgent from establishing initial business contacts to closing the deal.  

Mr. Martin Liu, BAcc, CGA, CPA, Senior Consultant of Finance

Mr. Martin Liu earned a bachelor’s degree in accounting from the University of British Columbia in 2000 and has over 10 years of experiences in corporate finance and accounting. He previously worked at Ernst and Young, one of the Big Four global accounting firms. He holds a CGA designation in Canada and CPA designation in USA. Mr. Liu brings extensive expertise in the areas of corporate finance, merger and acquisition, licensing, financial planning and taxation consulting.

Linlin Li, LLM, Senior Consultant of Legal Affairs

Ms. Linlin Li joined the DeHeng Law Office as an associate in 2009. Prior to that, she clerked with a US Los Angeles firm for a year while completing law school. As an associate, she focuses her practice on healthcare regulatory, operational and transactional matters. Ms. Li’s legal experience includes a broad range of matters. She has advised clients on entity formation and been involved in acquisitions and divestitures of corporate entities. She has particular expertise with respect to healthcare product licensing and biotech corporate M&A. She has advised clients on regulatory and compliance issues during international transaction. Ms. Li holds multiple licenses to practice law in US (New York and California), Hong Kong, and China. Her rich international experience provides her with a broad insight into clients’ issues, which allow her to not only assist with immediate solutions, but to launch a proactive approach toward problem identification and solving.
